Aw, Toyotanation. I tried to visit today and I saw it was down. I've been on there since the beginning when it was TT-CC (Toronto Toyota Camry Club). I think it was '01? 02?

In an optimal situation, yes.
I don't know enough to tell if this is scheduled or unscheduled, or if the servers are in a different time zone, cluster, etc. Sometimes "routine updates" are just BS because they fell victim to a SQL injection attack or whatever.
I've been in many "OH FUCK WE GOTTA FIX THIS NOW" deals leading to downtime as well as "FUCK 'EM JUST RUN IT NOW ANYWAY" situations.
In a perfect world you start updates according to low traffic time etc. Sometimes it's just not in the cards.
